Some information that might be helpful: The people of Lutho have "soulless eyes" and don't respond. This is due to the people choosing to stay in the "happier Luthos" at the cost of losing their souls.
Lutho Citizen 1 (F) is one of the only people in Lutho who has her eyes and explains this to the traveller. Lines 9 - 13 and Lines 51 - 55 is the normal version of her that is outside of the "happier Luthos." Lines 21 - 24 and Line 43 is the version of her that is in the "happier Luthos."
Lutho Citizen 2 (M) is a citizen in the "happier Luthos" seems more welcoming and enthusiastic/upbeat.
Lutho Citizen 3 (M) is a citizen in the "happier Luthos" 
Own Soul is the traveller's "soul", up to your interpretation how it should sound as there can be many ways that it can sound.
